Sorry guys if this is a repost. I posted this in the survey section also but thought it may be more appropriate here.
Most counties I believe have a standard spec or procedure on how the Contractor should preserve, protect, or replace a survey monument in case it is disturbed or damaged during repaving procedures. Typical street monuments are embedded into the ground 3+' so it will be difficult to disturb the actual location of the pin. What about mag nails or "y" cuts on the roadway surface. We are repaving a roadway and some of the bench marks are in the form of mag nails and "y" cuts that are going to be disturbed. Not sure why an actual street monument was not installed for these areas. Thanks for your help!

These sound more like temporary survey benchmarks than permanent geodetic survey markers, ROW markers, etc. Are you sure they need to be replaced?
 
If they are really intended to be permanent, then have a licensed surveyor locate them prior to demolition, so he can reset them when the work is complete. If they are temporary points for instrument setup, etc. then I believe they can generally be removed unless the AHJ or property owner says otherwise.

Thanks for the responses guys. After further review, the "y" cuts and mag nails are temporary bench marks specific to our projects to locate the new drainage system being installed. They will be removed during the cold planing process. We will preserve the existing street monuments located in the ductile iron casings filled with concrete. There have been instances where the Contractor would disturb the street monuments during cold planing.
