Pressure Vessel Flange Calculation 2

In the attached computer program (pg 22) there is a design calculation for the flange. Under bolting information, there is a value of 25 ksi for Material Stress Hot (Sb) and Material Stress Cold (Sa). What exactly are these values? Are they allowable stress?

Material Stress Cold = Allawable stress at Ambient temperature
