Pressure Vessel Relief Valve - Interpretation of the codes

The codes (AS1210 and ASME) call for RVs to protect the vessel. I am looking at a Condensate Receiver which would normally receive about 500 tph of condensate. In the extreme case, if a number of things all went wrong at the same time the flow can go up to 1500 tph. The design therefore has to cater for the 1500 tph.

Is there anything out there which helps define acceptable criteria to reduce the design to something feasible?

The vessel has valves to cater for the steam. The vessel also has a dump control valve which is level controlled. We need to be able to handle the case where the vessel becomes water wedged.

My interpretation is that we cannot rely on any instrumentation to perform a dump etc.
