PRESTRESSING AS PART OF SPECIAL MOMENT FRAME

Hi,

Just want to verify and seek your opinion regarding on the aci code for prestressed member.

Is it the 500psi (3.5Mpa) and fc'/10 is the maximum precompression for the beam in high seismic zone?

And for the special moment frame, Is it not allowed to terminate the prestressing steel before the end/external beam of the frame? saying i have 2 span, 16m for span-1 and 5m for the span-2 and i will design the span-1 with post-tensioning while on the span-2 is i will design it conventionally(without pt).
