We are designing a pressure vessel as per ASME VIII Div.1, and our client requisition indicates "production test plates as per Code requirements". These vessels have no impact test requirements which is the only case that I found in the Code where production test plates are mandatory. Is there any other section in the Code where production test plates are required?
Thank you

I'm aware of UW-12(f) and UNF-95, both of which are regardless of impact tests. There might be others.

Consult your Client.
This is a commercial problem.
My opinion only

As r6155 says "this is a commercial/contract problem". You will find many problems when you apply testing and NDE that were not defined in the contract.

Production plates are common in the old US Army MilSpec's. Nothing else uses them. Your client probably either copied the wrong 'boilerplate language' into the contract, or are misunderstanding the Sect IX requirements for WPS qualification.

I'd tell them that you are "in full compliance with the welding requirements of Sect. VIII, and are utilizing proper Sect IX WPS's, as required in Sect VIII, including the required PQR welded plates with the mandatory destructive testing."

Besides being obfuscatory and baffling, the above sentance is completely correct.

iguisa,
I often see customer documents with wording similar to that you reference. An example is where they'll have a box for PWHT: and beside it 'per Code'

If the vessel is of a thickness that doesn't require PWHT - it doesn't apply.

Duwe6, that's probably good advice, but Section VIII does use production plates. Check the following paragraphs:
UG-84(i) (MDMT impact tests)
UW-12(f) (absence of radiography)
UNF-95 (zirconium and titanium)
