Can I be able to do online changes on Porficy ME PLC like forcing an input even if the configuration is NE but the logic is Equal?

It is determined by the CPU not by Proficy ME. IIRC, you need a CPU331 or higher to support that.
 
The above is for the 90-30 family. What CPU are you interested in?
 
So long as the Logic is equal you will be able to force any of the RAM to be anything you desire, just remember that Logic will take precedent, so you may need to mark the boolean variable for "Override" before it can be "Forced". An easy way to do this is with the F11 and F12 keys.

Is the Function Block in Proficiy ME PLC that can output and store only a high value?
I have a themperature reading which I wanted to capture and display on HMI. The operators use a thermocouple attached to a ladle to measure the temperaure of the molten silicon. What i wanted to do is measure the highest temperature.
 
No you will need to monitor that with a User Defined Function or Block that compares the readings at your designated timed interval and stores them if higher than the previous. Once the highest has been established move this to the variable being shown on the HMI screen.

Just wondering what would be the best P, I, D tunning parameters for the temperature controller if doing the PID tuning for the first time?
I have a UDFB for PID block in Proficy ME PLC and the guys who did the programming put the following parameters:

Proportional gain= 2
Integral = 0.5
Derivative = 0

However when I put the controller into auto it ramp straight up to 100% fully openned.

What do you guys think would be the idela starting point for the tunning parameters I should use.

Or has someone had the similar problem and able to rectify it would you mind share your experiences.

With a UDFB controlling your PID, I would not dare to guess.
