Help check the sewer contractor. What rules should apply to the network? distance to running water, electricity, of buildings, network of slopes and the distance between catch basins.

Odd question. Normally all these questions are part of the design process, done by an engineer, not a contractor. He just does what the plans call for.

There is no project and the presence of an engineer is a cause for concern. Maybe they have an engineer student.

If you want meaningful comments here, you need to explain more clearly. For instance, what is your capacity on this "non project" if any? Why should an engineer on site be cause for concern? Without a full clear description of the situation, do not expect any useful help.

Contractor/engineer with no experience, to test their work I need to understand what they are guided by when creating the project. More accessible saying I need some kind of list of literature/norms for customer consultation.

It sounds like you need to hire an experienced design engineer.

Hopefully your telephone system has a section of classified listings. Go to "consulting engineers" and call one of them. With what you have mentioned here, there is no way we can be of any help other than suggesting where that help is.

assuming storm drain, not sanitary sewer and not building drains

[li]running water = underground water pipes? = they could go in the same trench, but better to maintain a few feet separation[/li]
[li]electricity = underground cables = should be encased and can go above storm drain pipes. generally are not buried deep enough to go under[/li]
[li]buildings = storm drains should not go under or next to buildings[/li]
[li]slopes = drains should flow fast enough to carry sediment but not so fast as to create high pressure surges or erosion[/li]
[li]catch basins should be spaced to capture water such that flooding does not occur[/li]

"a distance of a few feet", "should not go under or near buildings" is how many feet, is there any minimum?

these are generally building codes, laws or ordinances. if you dont have any local codes, than you will need to use engineering judgement and set your own. these are usually based on maintenance requirements.
