Could someone recommend me some good books or articles relating to practical design of marine propellers for large ocean vessels and tugboats - fixed, twin screws , CP propeller.

Call Mr. Emory Toups in Abbeville, Louisiana. Toups Propellers is the largest Michigan Propeller Dealer in the world. Also, his shop has reworked more tugboat and crewboat propellers than any other shop on the Gulf Coast or Mississippi River.

you may find good ideas in chapters 69,70 and 71 of "Hydrodynamics In Ship Design", Vol.2, published by SNAME,
 
Try Dave Gerr's book on Propellers for a practical background with worked out examples. A more theoretical background can be gotten from Principles of Naval Architecture.
