Proper Cleaning/Profiling of Steel Prior to Painting SSPC SP10 vs SP11

Our specifications call for SSPC SP10 Near White Metal Blasting with a corresponding anchor tooth profile of 2.0-3.5 mils for an existing rusted steel truss bridge prior to paint. Is it possible to obtain an equivalent profile of the steel with SP11 Power Tool Cleaning to Bare Metal with subsequent needle gunning, bristle blasting, or roto-peening? I appreciate if anyone has any experience with this. Thank you!

Is it possible that the degree of roughness may compromise the coating surface and make it less durable?

Rather than think climate change and the corona virus as science, think of it as the wrath of God. Feel any better?

No, none of those processes come close to the cleanliness and profile of SP10. Consider them for repair if existing coatings only. SP10 is for application of new coating.

It certainly won't be anything like as clean with SP11 and I doubt it will consistently hit the roughness range. I also imagine that if one is doing a complete bridge it would take a long, long time. Also, remember that the performance of a coating is, to a great extent, determined by the quality of surface (cleanliness, roughness etc) to which the coating is applied.
