Can anyone provide the N.E.C. Citation with respect to requiring covers over fuses etc. in control enclosures?

Did not know there was any NEC requirements about fuse covers. Article 240.30 talks about protection from physical damage. Simply mounting the fuses (cover or not) in an open type switchboard or control board is adequate as long as access is limited to qualified personnel. And any closed design enclosure is adequate protection.
 
Dont forget the fuse must be able to withstand the prospective short circuit current (PSCC) and still operate safely
