PRV valves in Epanet

I am modelling a closed network on Epanet; I have to mantain pressure under 70 mh20 in each node. I thought using PRV valves to reduce pressure, but during the simulation some valves close setting the flow to zero. I don't know which is the right position for the valves so that they reduce pressure without setting the flow to zero in some pipes.
How can I fix this?

A PRV is either wide open or closed. It seems to be the wrong choice for your application to me. Can you pick a back-pressure regulator?

Which valve on epanet (PRV,PSV,..) do you suggest to use for the purpose?
 
Hi,
Define the acronym PRV, either pressure reducing valve or pressure relief valve (Latexman's response). Check for pressure reducing valve, Google should be your ultimate resource.
