Prying + Bolts under combined shear and bending

I am a Junior Engineer and am currently designing the bolted connection of a lifting lug. The connection is subject to shear and bending. My question is, do the bolts on the tension side of the neutral axis have to be designed to account for prying action in accordance with CISC or AISC, or is this not necessary?
I have read elsewhere that prying action need only be considered under direct tension loading. Would this be an example of 'indirect tension'?
