Hello,
are PSV seats ( metal seats) for conventional valves made from forging or casting or simply machining from cylinder?
Are different MNF following different rules to produce it?
If it is made from castings, can we have some dirt stuck on poroous parts of disc that may later cause leakage?

They can be forging (barstock), casting or even tube depending on the applicable specification. ASME for example will tell the manufacturer to use the materials listed in ASME II. It depends on the size of valve also. You can use castings for nozzles and if they are porous they would be rejected at a lower quality control level and not used. What is your concern?

do we have standard/hands on guidance to make selection or it is done by the vendors?
 
Its generally up to the manufacturer what is used and when. If it is a large batch run, it may be more economical to use investment castings, size permitting, as there would be less machining afterwards. If it is a one off special or a single spare part, it may be better to make from bar etc. As long as the minimal requirements of the applicable material specification are met.
