Hello
I am new to this forums and it's a gold mine for me, many thanks
I want to ask why we always use puddle flange with ductle pipes and we use link seal in carbon steel pipes in penetaration of walls of valve chambers of water transmission pipelines?
What about chamber seattlement in Cabon steal case?

Don't know for sure, but ductile is usually push fit so is much more flexible, but also needs anchors to stop it pushing apart when pressurised or subject to thermal expansion. Hence the anchor or puddle flange.

C Stl on the other hand is usually welded or tight connected and if you try to anchor it it will just break your pit wall if subject to any level of thermal expansion or pressure ( poissons effect). Hence you need to let it move by a few mm but still seal.

"We always..." is a very difficult statement to back up. What you mean is, In my experience we... or In my company we ....

Be careful not to expand your knowledge or experience to be the same everywhere else. I've seen C Stl pipes with puddle flanges entering pits.

The following fig. copy and paste from AWWA M 41 . The DI joints are normally push -fit joints ( mit tyton gasket ) and they are not pull out resistant. One can see that the spigot end does not necessarily touch to the end of socket and could be 10-15 mm tolerance .

When the PL is ductile iron with socket spigot joint, the valve chamber outlet pipe shall be provided with puddle flange to transfer the axial load developed to the chamber wall when the valve closed.
If the pipe is pull -out resistant ( ductile iron mit straining gland , steel ), it is not necessary to provide puddle flange if water tightness is not a concern.

If the settlement is not tolerable, short pieces at both sides of the chamber will work.
