Pull out force

Let's say I made hole to install a post and the hole is 2'x2' and filled it with #4 rebar and 3000 psi concrete

how much force from the top it can handle without pulling out?

The question is mainly to know how much force per square foot does #4 rebar has combined with the 3000 psi concrete.

That's assuming the whole kit and kaboodle doesn't just pull out from the soil, right?
 
If the force is not perpendicular, the force to up-end the assembly may even be less than the weight of the assembly.
