Pull out Fuse at VT Drawer in MV SWGR

Hey Gents,
This may be a silly question. I was looking at the VT drawer and noticed that there is a pull out block containing the low-voltage fuses at the front of the Instrument Voltage Transformer drawer(cubicle). What is the function of this device - is it simply to disconnect the circuit for isolation purposes?

Nominally overcurrent protection for the VT secondary, but in reality a means of disconnecting the VT from sources of back energization. VT fuses are part of nearly ever clearance. Low-side fuses are both easier and safer to remove than high-side fuses.
