Are there any rules of thumb or guides for sizing and/or selecting surge tanks or hydropneumatic tanks for pump stations? I'll appreciate any advice.

Suggest you invest in AFT's Impulse. You can model a system very quickly with this tool. Its a graphics based waterhammer analysis tool. It has surge vessels so one can quickly try a few sizes and determine the unit required specific to a problem. AFT will also model your system for you and advise you. website:-
