Pumping station problem

Good day everyone!

I recently inspected a Pumping Station located a river mouth that is not able to serve its purpose. During normal and storm events, the water level at the pumping station area is very low while flooding upstream and adjacent flood plains already occur. Has anyone experienced this same event?

First off more information is needed; but, two things come to mind:
1-Does the runoff get to the pump sump?
2-Are there clogs in the system?
 
1. Most of the runoff do not get to travel at the Pumping station area.
2. As per our investigation, most of the existing drainage upstream is clogged and inadequate.
3. Upstream tributary channels have narrow widths where overflowing and inland flooding frequently occurs.

We are also looking at possible dredging projects that were done upstream and was not continued downstream which could make the elevation near the pumping station at the river mouth higher then the upstream.
