PWHT applied to used equipment not previously PWHT 1

Good mornign all, question...we are trying to change the service of existing equipment to a high H2s service which wil require us to PWHT the SA516-70 material. the original data sheet and service did not require PWHT. what should i be preprared for? I understand we will have to be NBIC compliant,

Welding procedure qualification will prove problematic. If the original manufacturer is still in business, have it submit procedures that were originally used but ualified with PWHT to support the Alteration. Contact your AI and AIA for further guidance.

 
As you know, PWHT will be required "for Process".
1) Is it cost-effective to PWHT the entire vessel, or local PWHT every weld? Would it be cheaper to just purchase a new, PWHT'd vessel?

2) If cost-effective, and the Mfr is no longer in business, then write a Non-Conformance Report on your vessel. The disposition will have to be signed by Owner, Vessel Engineer, Quality, and AI. This will be your forum to decide if PWHT after-the-fact is the proper decision. "Alter using PWHT" should be an acceptable decision, assuming that 'normal' weld materials were used.

 
the original manufacture is not in business (of course) and the equipment is going into a third world country. I like Duwe6 idea of Non conformace i will pursue that avenue thanks.
