First, what is the column material? Carbon steel? What code of structural steel construction are you following? Have you qualified a WPS for this weld joint configuration and base material?

My column is of material SA516 GR. 70 ,and construction code is ASME SEC. 8 DIV 1 .
i have approved wps also.
Concern is my DCBB fillet weld is fouling on circ-seam of column. Circ-seam have thikness 36 and fillet have thikness 10mm

IF you have a weld process specification, then your WPS tells you the requirements for PWHT.

Follow it. Asking the internet for a PWHT requirement is not prudent.

Follow the rules of UCS-56 in ASME Section VIII, Div 1 for PWHT guidance.

swatik. Read again UCS-56

swatik patel, I'd venture to say nobody knows exactly what you are talking about, but if you have a circ seam in a cylinder that has been previously welded and heat treated (or not) per Code, then to later add a 10 mm filet on top of it is not likely to need PWHT.

Mike

The problem with sloppy work is that the supply FAR EXCEEDS the demand

swatik. In your case(36mm) preheat is required at a minimum of 95ºC during welding.

See Table UCS-56-1 in full
