PWHT Partial Penetration Fillet Welds 1

I am in a debate with a colleague regarding the PWHT for partial penetration tube to header welds. Code of construction is ASME Section 1 (Table-PW-39-4) Header is SA-335-P22 (P5A) 14" Sch 160 1.406" tube material is SA-213-T22 2" x 0.165" (P5A) Tube is inserted into a machined "J" type groove with a depth of 0.250" completed weld will be a 0.-375" fillet weld. General Notes (a)(1)(b) a nominal base metal thickness of 5/8" or less at the weld. it is my take on this is PWHT is not required as long as all the other requirements are met. Please advise.

PWHT is required. When you review the Notes in Table PW-39-4, the nominal base metal thickness of 5/8 in. (16 mm) or less at the weld. The base metal thickness of the header which is one of the base metals of the weld exceeds 5/8" therefore, you shall PWHT.
