Qualification of PQR

Please reply as per ASME Section IX
Can we use turned specimen ( Tensile) for qualification of PQR.
Material: 516 Gr 70
Thickness: 16 mm
Process : SMAW
Electrode: E7018
PWHT/PRE Heat: N/A
See QW 151.3 & QW-462.1 (d)

QW-462 TEST SPECIMENS
The purpose of the QW-462 figures is to give the organization
guidance in dimensioning test specimens for tests
required for procedure and performance qualifications.

Now look at Figure QW-462.1(d)

why 0.353
as per note "a" of figure QW-462.1 (d), we can extract sample having diameter of 0.505. so should i move to 0.505 or 0.353???

My turn to apologise.
My comment was based on dimension "C" Diameter of end section.
For 0.505" you require measurement "C" to be 3/4" (19mm)
You cannot get a 19 mm diameter out of a 16 mm plate.

However,

QW-462 TEST SPECIMENS
The purpose of the QW-462 figures is to give the organization
guidance in dimensioning test specimens for tests
required for procedure and performance qualifications.
Unless a minimum, maximum, or tolerance is given in
the figures (or as QW-150, QW-160, or QW-180 requires),
the dimensions are to be considered approximate.
All
welding processes and filler material to be qualified must
be included in the test specimen.
