Quantifying Soft Issues

Folks, I am working on developing a power project (power plant) and the team is in the process of technology selection (deciding what type of machines to use). We need to quantify soft issues (soft issues: issues that cannot be measured directly).

I need help in identifying any tools/processes that could help us quantify the value of soft issues. Previously I have used Forced Field Analysis, however, was wondering if any other type of analysis is out their.

I worked for several years in the power industry, supporting new project development.

The soft issues are very hard to $$ quantify, I found no set rules that could be applied uniformly.

We did create methods for determining risks and the costs associated with those risks, but they are not something that could be detailed in this type of forum.

If you would like some assistance, I would need to know:

site location
developer - utility, IPP, (where will the cash come from?)
technology choices
equipment choices
design stage

+ a number of much more propriety type questions......

FYI, the soft issues have to do with the technology selection that we are doing, GE 9FE machines, I can send you the list later regarding all the soft issues the team has identified and we can go from their.
