Questions about (slotted connections)

Hi,

I have some questions about slotted connections:

1-what's the difference between short slot & long slot and when we can use each of them?

2-How can I calculate the slot length?

3-Am I forced to use table (J3.3) in AISC to get the slot length according to bolt diameter, if so how I can measure slot length is it from center-to-center or from edge-to-edge ?
