The newsletter is called "HPC Bridge Views" and it is Issue no. 16 (July/Aug 2001). Basically this type of concrete is very stong (25,000-33,000 psi) in compression and quite impressive for flexure also (4000 to 7000 psi). It has been used so far in a few pedestrian bridges.
