at 1minute mark, the commentator says "jump system removed" (as part of progress made). Is this some temporary support used during building (and now things have advanced enough that it can support it's own weight it is no longer needed) ?

The construction of concrete tower legs to cable stayed bridges typically uses a climbing/jump formwork system. Maybe he is referring to that.

yeah, makes sense, he went on to say "from the top of the tower"
