"Starter" in Protection Schemes 2

Good day protection and control experts.

Im relatively new in the P&C field. Just a silly question, what is a "starter" when referred in the context of protection schemes. I have been seeing this term while goping through various papers on distance protection.

'Starter' used to be there in old distance relays.
Present day numerical relays don't use this terminology. The settings are directly in terms of Zone-1, 2, 3 etc.
In old relays, 'starter' reach setting seems to be beyond all zones and was used to trigger individual zone elements.
