The model is underconstraimed. Run a frequency analysis and you will see the rigid body motions at frequencies close to 0 Hz.
 
You can try increasing the number of increments or you can reduce the min value or increment size in Step.
 
In this case, it won't help - the problem behind non-convergence has to be solved first by eliminating rigid body motions.
