QW 200.4 (a)

I have a questoin for QW200.4(a) of ASME SecIX where we read "one or more processes or precedures may be deleted from a qualified combination procedure".

My WPS:
Base metal thickness:14 mm
process:GTAW

My PQR:
Base metal thickness(Same P-Number and G-Number):20mm
process:GTAW + SMAW
Deposite weld metal thickness:8mm(root and hot pass)

* Other essensial,nonessensial and supplementary variables are same.
*Notch-Toughness test is required.

Now I want to know this PQR support my WPS or not. If answre is "No" why?

No, see QW 403.6 for minimum qualified base metal thickness.

Could you tell me about following situation:

1- The same WPS and PQR (if Notch-Toughness test is NOT required).

2-
WPS:
Base metal thickness:16 mm
process:GTAW
PQR:
Base metal thickness(Same P-Number and G-Number):25mm
process:GTAW + SMAW
Deposite weld metal thickness:9 mm(root and hot pass)
**Notch-Toughness test is required
**Other essensial,nonessensial and supplementary variables are same.

Please notice that these promblems are not REAL.
I want to understand the Code(ASME Sec IX) better.It is very good if you bring an example for QW200.4(a)
