Can the minimum temperature for welding be below the preheat temperature?

In general yes. 100F below the preheat used and documentsed on the PQR and it must be specified in the WPS.
 
Agree with stanweld. You are limited to 100 deg F or less change in minimum preheat temperature without having to re-qualify a WPS.
 
Should have added, unless the mandated Code of Construction or Contract specifies a minimum preheat temperature.
