In ASME Section IX QW-423 Alternate base materials for WPQT, if we qualify a welder on a WPS with a base material of P-No. 5A, does it mean we can use CS test pipe instead of P-No. 5A provided that the other essential variables are followed? We will use the same filler wire, backing gas, etc. as indicated in the WPS.

No; QW-423 applies to welder qualification only.

This means is that if you qualify a welder on [P‐No. 1 through P‐No. 15F, P‐No. 34, or P‐No. 41 through P‐No. 49], your welder is qualified to weld [P‐No. 1 through P‐No. 15F, P‐No. 34, or P‐No. 41 through P‐No. 49].

The qualified material specified on the WPS used during qualification, as well as other variables needs to be followed. For example, if the WPS is qualified on P5A material, you cannot substitute P1 material (or any other P number material)during welder qualification.

 
Sure you can do this. If you have a WPS previously qualified for P5A, you can substitute P1 material. QW-423.1 "Base metal used for welder qualification may be substituted for the metal specified in the WPS in accordance with the following table."

What about the qualification tests requirements of QW-301.2? The performance qualification test shall be welded in accordance with qualified WPS? From the word "welded in accordance" does this mean that the test pipe material specification will be omitted?
 
From your earlier posts you have a qualified WPS to P5A and will follow the essential variables, so the material specification will be that which is actually used (ie: SA-106B). You don't even need to address what WPS was followed on the performance qualification. See below:

Agree 100% with David.
I have witnessed hundreds of P1 coupons welded with S/S wire (which I personally disagree with from a weldability perspective) but they comply with QW 423 so that is all that matters.
Never seen a WPS with P1 welded with S/S wire though ?
