R1 VS MOC

A client has replaced the channel and head (bolted) to an existing exchanger. This was for a material upgrade. Understand this requires a MOC, however, is this considered under Section 8 as an alteration and does a MFG R1 tag apply to be affixed to the components.

You may want to check with the jurisdiction's regulations. Most require the rules of the National Board Inspection Code (NBIC) be followed for repairs and alterations to pressure retaining items.

The NBIC addresses mechanical repair methods and I think a replacement of a bolted head would fall into that category. This means a Natioanl Board R Certificate Holder would have to perform the replacement and any testing required by the NBIC. A Repair nameplate would have to be attached to the vessel and an R-1 Report would have to be completed by the R Certificate Holder and signed by a Commissioned Inspector.
