Rail at Bottom of Stair

Does anyone know where/what the requirements are for a "blind man" type rail at the bottom of a stairway that is used to prevent someone from going under the lowest flight of the stair instead of out the exit?

Faith is taking the first step even when you can't see the whole staircase. -MLK

It is a requirement of the Americans With Disabilities Act and incorporated into the building code. See NFPA 101 or ANSI 117 for the specifics of dimensions
 
80" min. AFF or provide some means for cane detection, (curb, low wall, rail, etc.)
