Rain water harvesting plan via satellite image

Would it be possible via a LANDSAT satellite image(or some other system) that was digitized,to make a plan for a drainage system, say for a large farm or village,like Haradevsinh Hadeja did in India.
Something that is really,really effective,by just using the satellite imagery?
 
Are there any companies that you are aware of that would offer a complete service,say to survey a farm and then carry out the work..........anyone?
 
Sounds an awful lot like "Keyline Design" which is an irrigation - water management method utilizing topography (two differing sides of the same coin); and, "yes" our business offers this highly recommended planning type service.

 
Does google earth have a rain fall plugin for this type of survey ?
