Raw material issue for an ASME sec VIII Dev.1 project 1

Hello Everyone,
For an ASME sec VIII Dev.1 project, We have an issue with a 316 SS tube(SA-213 section II part A).
The hardness of the tube is much more higher than specified in the SA 213( 200 HV max).
Is it an option to do heat treatment and comply to all mechanical properties specified in SA 213?
If yes, who can certify the MTR? and where in the ASME standard I can find how to rework, sampling plan and test method?

You can do a re-solution anneal to remove the effects of cold work introduced into the tube during fabrication. The problem is distortion of the tube material, which is a risk.

This heat treatment will require re-certification of the tube material to the SA-213 material specification and should be by the vendor supplying the tube material.
