RC stairs conection with RC foundation slab

Hello!
Please see image attached.
Whats you opinion on not conecting the RC stairs to the RC foundation slab?
Basicaly the stairs are siting on top of the RC foundation slab and ar not connected with and rebar.
The other end of the stairs is conected with the RC wall using U bars (tenssion lap)
Are there any cons to this kind of design?Capture slab.JPG

I would provide some starters at the foundation connection and add hogging cap reinf. at joint with landing.

I have two totally contradicting opinions on this:
a) That could be a way to keep the lateral forces out of the stairs and keep in them in the main lateral force resisting system. For me, that seems to be a struggle with a lot of commercial buildings. Keeping the stairs connected to the structure, but isolated so that they don't take the lateral forces. Though, I would usually expect the "slide" connection for the stairs to happen at upper levels, not at the foundation. If it were to be done like this, I'd probably want to detail it out in a way where it could slide without moving up and down.

b) I don't like it..... Stairs are the main form of egress for the building after a serious event (hurricane, tornado, flood, earthquake) and risking that the stairs could break off from the foundation sounds like a bad idea.
 
Ive made few calculations and there is a difference in moments if the support is horizontaly sliding or not. So its realy up to designer to decide and later on to reinforce the stairs.
I dont think the stairs would break if the support is sliding.
Ithink exactly opposite

How would you reinforce this stairs-slab connection?
Stairs are sitting on top of the RC slab so its not our typical slab to stair connection.
