I have no data for LPG vessel in-service since 1981 , now it has metal loss corrosion , wanting to re-rating but have no data for anything of material , construction code . I sow in OSHA web site answered for this situation which says” assume lowest value of recalculation variables “
I ask if can i find this recommendation in API ,NBIC ???

Without construction details / inspections etc, I think what you have isn't an LPG vessel, it's a lump of scrap metal.

I doubt anyone will approve this.

Actually, as the OP noted, there are often provisions to rerate certain types of pipe and equipment using lowest values. Not being a BPV expert, I don't know what exactly may apply for ASME ratings, however it is not uncommon to see old used vessels, surely all not porting original docs, being recycled into suitable applications in varied oilfield services. There is a usually healthy trade in used equipment in the oilfield second hand markets. It may still have some value other than scrap. No harm in checking that out.

If worthile, You have to make a complet inspection, ultrasonic measurementes, metalographic replicas and make a fitness for service according ASME FSS, othewise as others said you have a mount of scrap.

As far as actually using them in a typical oil gas project, yes. And I didn't say it was easy. I'm only saying that they probably still have a value considerably higher than just scrap metal value, even when sold without docs. A typical LPG vessel (bullet tank? for example) has many potential uses, many of which may not be connected with oil and gas at all.

What's wrong with taking a coupon to analyze?
 
It usually requires lowest reading of several coupons and results in Swiss cheese.

I thought the object was PMI, NDE can tell you the minimun thickness.
