I have to install a new 4" CNG return pipeline about 540' long on-site in TX and I have to inherit an about 540'4" & 6" supply and return. Do I need to design and install a PIG station so the onsite pipeline can be inspected and why or why not!

Assuming your facility is not owned by a regulated pipeline company, a totally onsite pipe is not a "pipeline" as defined in CFR 49, so if you are asking about legal and regulatory requirements, you don't need to inspect it by pigging. Its up to your maintenance department as to how inspection will be accomplished.

 
At that length and size I wouldn't bother.

But if you want to just make sure there are no elbows or Tees and allow a flanged connection at either end to gain access to the pipe.
