I'm reading safe load table for UB's and just wondering what does deflection coefficients mean?

It is typically used to calculate the deflection for the actual load.

The last two notes in the table describe how to use the deflection coefficient. From those you can back check how it was derived from the simply supported floor plate with uniform distributed load.
