Readings between different units

What would be acceptable difference in readings done by different machines and operators.

I contacted Taylor Hobson because that's who we bought the unit I'm using from and they said 2% if same operator using both units and everything else is exactly the same and 5% if operators are using the same units, spec and trace.
So I wondering how much it would be for different units, I know our other labs they don't even make it anymore.
 
My lab is using a Taylor Hoboson S-116 not sure what the supplier of our parts is using.
 
Yes, the S-116 a smaller type unit for measuring surface finishes about the size LxW of a kindle
