I am working on a project in northern Alberta and need to make a decision summary on why a bitumen tank should not have an IFR.
I have reviewed API-RP-2023 and found that frothing and accumulation of deposits may destabilize the roof as well as our elevated temperature, 150C, may make selection of the roof seal challenging.
I am looking for specific references stating not to use an IFR on a bitumen tank.

I'd be leary of an IFR for the same reasons you mention. I don't know of any specific references to quote to you, have you talked to any floating roof vendors?

Is the vapor pressure of the bitumen such that VOC emissions are a problem thus the IFR is being considered?
 
Yes - emissions are the driving requirement for the IFR - I suspect that we will have to consider a VRU system for emissions and just have a fixed cone roof.
