Rebar length for Embedment plate

Dear All
I am designing an embedment plate to concrete connection.
I would like to use rebars not studs. Is there any example problems from ACI or PCI

Question 1 : How to calculate rebar development length ? is it as per ACI318 M_14.25.4.2 or Tension lap splice length to be considered ?
Question 2 : Is it ok to check the shear breakout strength by ACI_14 22.5.7

The PCI Design Handbook has examples of steel plates with studs and some direction how to use weldable reinforcing in lieu of studs.
