When I'm sizing my suction lines, what is the proper way to compensate for the recirculation ratio in the evaporator? Are you supposed to multiply the tonnage by the recirculation rate and then fit your line to the new tonnage. The line sizing charts I have are extremely vague

I'll assume you interested in suction line back to the compressor instead of the line from the low side receiver to the pump. You size the suction line using your design evaporator loads, and not the refrigerant flow thru the overfeed coil. The recirc ratio influences coil rating, but you only need to account for the vapor flow leaving the evaporator for suction line sizing. And the coil rating is what you need here.
