How can we reduce compression set of chloroprene/neoprene rubber sheet? Target is 30%

Generaly, reducing compression set is achieved by reducing the amount of fillers and by increasing the amount of vulcanization agents which is in your case Zinc oxide, magnesium oxide and accelerators used in chloropren eg ( ETU)
 
Higher crosslink density reduces compession set. This can be done with co-agents such as bismaleimides.
 
Adjust rubber formulation. Altering the ratio of neoprene to other ingredients, like plasticizers or oils, can influence the final properties. Lowering the crosslink density, while still maintaining sufficient strength, may help reduce compression set.
