how can we test a relay for and REF PROTECTION,A SPEEDY REPLY WILL BE APPRECIATED

How about more information such as make, model of relay?
 
make is GE-MULTILIN SR750
1600KVA TRAFO,11KV/400V,6.39% IMPEDANCE,
PHASE CT-3000/5A
GROUND CT-3000/5A
SENSITIVE GROUND CT-3000/5A
HIGH IMPEDANCE SCHEME
 
Relays are field tested using secondary current/voltage injection, the CT/PT's tested separately, then by current/voltage injection into the relay. The relay outputs are used to trip the breaker (trip and close tests). Once that is accomplished the system is energized and the actual voltage/current verified that it's actually correct in the relay and the logic is correct in the program to operate correctly.

As a practical matter if it's tripped, the built in oscillography and sequence of events in the relay will tell, on review, if its operating correctly or falsely.

I have a small problem in ABB IED, REU 615 just to change some parameters, and I need to connect on it. But in my Laptop with Win 7 professional I have installed PCM600 2.6. I cannot connect to reading from this IED because as I consulted with some guys (expert for ABB IEDs), they told me existing two updates (but they don’t know which updates) in Windows 7 which don’t allowed PCM600 2.6 to connect on IED. I asking someone here about these updates, dos someone know which are and where are these update, to delete them. This problem do not show in Windows 10.

From the manual it looks like it's just an over current element, the trick is how it's wired up, with the residual and the neutral over current in parallel. For testing in the relay it's just an over current test. GE does want a stabilizing resistor in the circuit for proper operation.

If the relay is already installed, straight away do a primary injection test. That is fool proof.
