Dear All,
I have Ref615 it is keep restarting sequentially and after many seconds it enter the boatloader screen.
What is the problem and how to solve it.

With the small amount of information and having had a read through the commissioning document for that device, which doesn't mention looping, I suspect an internal electrical failure. It could be as simple as a failed power supply that cannot supply sufficient voltage when it moves from initialization to powering the rest of the unit. Voltage falls and the unit reboots.

It likely needs to be returned for repair.
 
The date suggests that it's lost it's little mind.

Is there a "factory reset" procedure in the manual?
 
Most of these controllers have a memory battery. The battery is supposed to have a 25 year lifespan which limits the life of the controller. If you see ambient temperatures in excess of 100°F you may see the life expectancy of the controller drop to as few as 6-10 years. I don't know about your controller specifically but every single CanBus based controller that I have has fail in my fleet was repairable by replacing the battery. Interestingly, despite the memory battery failing, there is no flashing or programming required after replacing it.
