Reference Design Values for Wood Construction in National Design Specification?

Hello Engineers,

I’m from Europe and I’m wondering which values are Reference Design Values in National Design Specification (American Wood Council)? Are they mean values divided by some safety factor? Or they represent ? fractile also divided by some safety factor? I did the comparison between NDS and values from Wood Handbook-Wood as an Engineering Material and I can’t find their correlation. Values in NDS are much smaller than values from Wood Handbook! I suppose there is some safety factor included in the definition of Reference Design Values? Also some others factors too or I just missed the point by a mile?
Can you help me with some explanations since I have limited access to American standards?
