Region too complex for sweep meshing

Hey guys,
i have the Problem, that i cant sweep-mesh my model, because one region is supposed to be too complex. Its a plate with 8 plies and there is borehole. Also there is a smaller hole, which i cut it out with a trapeze geometry. The Problem is now, that i cant sweep mesh the whole plate, because the ply, with the hole of the peak of the trapeze geometry should be too complexe. I want to model CFPR and use Continuum Shell Elements. Maybe someone has an idea, for a partition or something else, that i can mesh the whole plat. Furthermore i add a picture of my Problem.

PS: I also try to reduce the element size, but without success.

When you have circular regions it's best to split them up into 90 degree segments. In this case use the small square hole to create a segment from the hole centre and then partition the remainder of the circular region into 90 degree segments. You should be able to get structured regions.
