ACI 350 is written to provide design and construction guidance for the use of Concrete in Environmental Structures.
As far as specific designs, PCA has a good publication titled "Circular Concrete Tanks Without Prestressing" which gives excellent examples and tables on the design of Circular Tanks. Unfortunately, their publication on rectangular tanks is not so good. The best publication for design of rectangular tanks is the out-of-print "Moments and Reactions for Rectangular Plates" by the United States Bureau of Reclamation.
As far as lining, unless the liquid contains some aggressive chemicals no lining is necessary.
