Reinforcement of equal diameter tee in a creep range

Hello Everyone,
There is very important difference between European and American approach to reinforcement calculation of openings working in creep range. Some European standards limit ratio of branch to shell inner diameter d/D ≤ 0.8. This nonexistent in American standards limitation could be found in EN 13480, EN 12952 and German Boiler Standard TRD 301. My questions are:
- what is rationale for that limitation.
- where it came from (research paper, book etc)
- could it be overcome by using different calculation method (ie could we design equal diameter tee to work in creep range which still conforms EN 13480 requirements)
